The Work Permit allows semi-skilled migrant workers from approved source countries/regions working in the construction, manufacturing, marine shipyard, process or services sector.
Foreign worker quota and levy requirements
The number of Work Permit holders you can hire is limited by a quota. You must also pay a monthly levy for these foreign workers.
Quota requirement
A dependency ratio ceiling (DRC), or quota, is the maximum ratio of foreign workers to the total workforce that a company in a given sector can employ.
The S Pass is for foreign employees across all nationalities or citizenships who:
- Have a job offer in Singapore.
- Earn a fixed monthly salary comparable to the top one-third of the local APT workforce by age
The S Pass offers flexibility to employers to hire skilled workers (Associate Professionals and Technicians (APTs)) who may not meet the EP criteria, subject to a quota. New candidates need to earn at least S$3,150 per month.

- If the SAT shows that the candidate is not eligible, you shouldn’t apply for the S Pass because it will be rejected.
- If the SAT shows that the candidate is eligible, there is around a 90% chance that the candidate will get a pass.
For foreign professionals, managers and executives. Candidates need to earn at least $5,000 a month and pass the Complementarity Assessment Framework (COMPASS).
Employment Pass (EP) candidates need to pass the points-based COMPASS in addition to meeting the EP qualifying salary.

COMPASS is a transparent points-based system that gives businesses greater clarity and certainty for manpower planning. It enables employers to select high-quality foreign professionals, while improving workforce diversity and building a strong local core.
How to pass COMPASS
Your application needs to earn 40 points to pass COMPASS.

Eligible Employment Pass or S Pass holders can bring certain family members to Singapore on a Dependant’s Pass.
You can apply for a Dependant’s Pass for your family if you meet all these requirements:
- Hold an Employment Pass or S Pass.
- Earn a minimum fixed monthly salary of $6,000. This is based on your salary, and not based on your combined household income.
- Are sponsored by an established, Singapore-registered company (usually your employer).
You can get a pass for the following family members:
- Legally married spouse.
- Unmarried children under 21 years old, including legally adopted children.
