What Is E-Invoicing & Why It Matters

E-Invoicing (electronic invoicing) replaces traditional paper or PDF invoices with digitally structured invoices exchanged directly between accounting systems. This enhances accuracy, reduces processing time, and minimizes manual administrative tasks. In Singapore, this system operates via InvoiceNow, using the PEPPOL (Pan-European Public Procurement Online) network to ensure secure, standardized, and efficient invoice exchange.

E-Invoicing Implementation Timeline

Singapore’s adoption of e-invoicing is phased. From 1 May 2025, voluntary adoption opens for existing GST-registered businesses. By 1 November 2025, newly incorporated businesses registering for GST can also adopt voluntarily. Starting 1 April 2026, e-invoicing becomes mandatory for all voluntary GST registrants. Early planning ensures businesses are compliant and ready for seamless adoption.

Core Requirements for Adoption

To implement e-invoicing successfully, businesses must register with a PEPPOL-accredited Access Point provider, use the correct structured format (initially Singapore BIS Billing 3.0 and later transitioning to PEPPOL PINT), ensure GST and tax details are accurate, retain e-invoices electronically for the required period (typically 5 years), and connect ERP or accounting software to InvoiceNow via API for smooth invoice exchange.

Legal & Technical Credibility

Electronic invoices are legally valid and enforceable under Singapore’s Electronic Transactions Act, eliminating the need for physical copies as long as records are properly maintained.
